A 45-strong delegation has been recorded as the highest, so far, in the number of in-country program (ICP) participation for the ICP Bangladesh on Strategic Planning of TVET Institutions, in CPSC history. CPSC Director General Dr. Mohammad Naim Yaakub, in his opening remarks during the opening of the program, underscored such high interest among TVET practitioners, principals and directors form various TVET institutions in the country. He also stressed his highest appreciation to the officials of the Government of Bangladesh through the Directorate of Technical Education (DTE), Dhaka for generating a very strong cooperation and interest to the program as well as to various endeavors of the College.
In his remarks, Dr. Naim shared the significance of the year 2013 marking the foundation year of CPSC’s
5-year corporate plan 2013-2018 as its implementation is in full swing covering intensive programs and activities for the benefit of the member countries which include the ICP for Bangladesh. He further said that “TVET in Bangladesh must aim to be relevant with industry and employer demand by offering courses or programs that are in sync with industry and phase out irrelevant and outdated programs and courses. The new resolve must be to alleviate TVET to be at par with the academic pathway, with a high TVET participation rate among students so essential for Bangladesh to achieve the necessary human capital development, in its quest to move the whole country into a higher economic and social status.”
CPSC is conducting the program in cooperation with DTE from November 9 to 13 at the EMIS Hall of DTE. The program was designed in view of the Government of Bangladesh’s 6th Five Year Plan (FY 2011-2015), which aims to raise the country’s economy into the Middle Income Status by 2021 by improving labor productivity through increased skills towards improved employment.
The training program targets to inculcate a working knowledge of the strategic planning process that will enable TVET administrators to plan strategically for their respective institutions and also provide support in the national effort to develop and revisit the strategic plan for TVET both in the present and in the future.
Specifically, the program aims to equip participants with the ability to: appreciate the need for strategic planning for the development of TVET; explain the key steps involved in strategic planning through the use of a specially-developed hands-on guide and manual; identify tools for SWOT analysis; develop strategic vision, mission, goals, objective statements; and prepare an action plan for developing a strategic plan of the institutions.
On November 12, 2013, a National Seminar on Strategic Planning of TVET in Bangladesh will be held within the program intended to create a platform for: exchange of innovative ideas and experience-based insights on issues pertaining to strategic planning, managing organizational change, TVET reform initiatives in Bangladesh and other related concerns, among academicians, officials, practitioners and development partners.
Program supervision is under the helm of Dr. Naim and Engr. Md. Shahjahan Mian, Director of DTE. Coordination of the program is being handled by Dr. Suresh Kumar Dhameja, Professor and Head, Entrepreneurship Dev. and Industrial Coordination Dept., National Institute of Technical Teachers’ Training and Research (NITTTR), India, formerly CPSC Faculty Consultant, who acts as Program Coordinator and Resource Person. On the other hand, Mr. A.N.M. Salah Uddin Khan, Director (P I U) of DTE works with Dr. Dhameja as Local Coordinator.
Key Resource Persons include Engr. Md. Jahangir Alam, former CPSC Faculty Consultant and currently Assistant Professor, Technical Training Teachers’ College, Bangladesh, Mr. Abdur Rafique, National Professional Consultant, ILO TVET Reform Project Bangladesh, Mr. MMR Siddique and Mr. Haripa Das.
